Amends the Hazardous Material Emergency Response Reimbursement Act and the Illinois Vehicle Code. Removes civil defense from and adds law enforcement or police services, emergency mortuary services, including the duties of a county coroner or medical examiner, and emergency management to the list of entities considered an emergency response agency under the Hazardous Material Emergency Response Reimbursement Act. Amends the definition of an authorized emergency vehicle in the Illinois Vehicle Code to include vehicles of a municipal or county emergency services and disaster agency. Provides that permanent vehicle registration plates shall be issued, at no charge, to county or municipality owned vehicles operated by or for any emergency services or disaster agency or any county coroner or designated county coroner. |

Amends the Clerks of Courts Act. Provides that each Circuit Court Clerk shall charge and collect an electronic citation fee of $5, which shall be paid by the defendant in any traffic, misdemeanor, municipal ordinance, or conservation case upon a judgment of guilty or grant of supervision. Provides that 60% of the fee shall be deposited into the Circuit Court Clerk Electronic Citation Fund and 40% of the fee shall be disbursed to the arresting agency to defray expenses related to the establishment and maintenance of electronic citations. Contains provisions regarding the administration of and expenditures from the Circuit Court Clerk Electronic Citation Fund. Provides that the Circuit Court Clerk shall not charge and collect an electronic citation fee if the County Board has by ordinance elected not to be subject to the new provisions and provides for the disposition of fees collected before such an ordinance takes effect. |

Provides that to take advantage of the increased limiting rate for levy year 2009 approved by a majority of voters at the general primary election held on February 2, 2010, the Board of Park Commissioners of the Park District of Forest Park may adopt an additional or supplemental budget by a vote of a majority of the full membership of the board to defray expenses and liabilities of the park district to be incurred for corporate purposes of the district during that fiscal year. Provides that the additional or supplemental budget shall be regarded as an amendment of the annual budget for the fiscal year in which it is adopted. Contains other provisions. Amends the Counties Code. Provides that the county board of any county that establishes a code hearing unit may, by ordinance, establish a fine schedule for code violations. The fine schedule must include (i) a determinate fine for each code violation that may be voluntarily paid by a respondent prior to his or her hearing date and (ii) the fine that may otherwise be imposed for each code violation. Requires that under specified circumstances a violation notice and report form contain the amount of any fine imposed pursuant to a schedule of fines approved by the county board. Provides that, in lieu of a personal appearance at a hearing, a county may provide for the voluntary payment of a determinate fine in accordance with a schedule of fines approved by ordinance. Effective immediately. |

Provides that administrative adjudication is not the exclusive method to enforce the ordinances. Sets forth the powers and qualifications of hearing officers. Provides for notice and opportunity for a hearing at administrative proceedings. Provides that the rules of evidence do not apply in administrative hearings. Provides for judicial review of administrative decisions. Allows a home rule county to enforce judgments of hearing officers. Provides that existing systems of administrative adjudication shall not be affected. Amends the Illinois Vehicle Code. Provides that a municipality or "county" may provide for a system of administrative adjudication for violations of parking, standing, compliance, and automated traffic laws. Sets forth the requirements for a county ordinance establishing a system of administrative adjudication. Provides that the system of administrative adjudication shall provide for (i) a traffic compliance administrator, (ii) a parking, standing, compliance, or automated traffic law violation notice, (iii) a hearing for the registered owner of a vehicle cited in a violation notice, (iv) a petition to set aside a determination of liability for a violation, and (v) other necessary provisions. Makes other changes. |

Provides that an admission of guilt of a criminal offense that would, upon conviction, disqualify the officer from holding that office or the director from membership on the board, in the form of a written agreement with State or federal prosecutors to plead guilty to a felony, bribery, perjury, or other infamous crime under State or federal law, shall constitute a resignation from that office or board, effective at the time the plea agreement is made. Specifies that a conviction for an offense that disqualifies an officer from holding that office or a director from membership on the board occurs on the date of the return of a guilty verdict or, in the case of a trial by the court, the entry of a finding of guilt. Requires interest earned on these funds to be paid to the county treasury to offset administrative costs. Provides that a referendum to levy or discontinue a tax for county farmland preservation easement purposes may be initiated by a petition signed by a number of electors equal to at least 0.5% of the total number of votes cast in the county during the last preceding gubernatorial election. Provides that moneys in the county farmland preservation easement fund shall be used by the county for the purchase of easements to preserve farmland within the county. |

Provides that the county sheriff of the county where the violation occurs may issue a notice to appear. Provides that a county may, by ordinance, direct that the taxes and penalties collected for specified purposes in the Counties Code (the County Option Motor Fuel Tax and the Special County Retailers' Occupation Tax for Public Safety or Transportation) be deposited into the Fund. Provides that moneys in the Fund shall be used for federal matching funds for participating counties. Requires income on moneys in the Fund to be deposited into the Fund and credited to the counties proportionately. Requires repayment to the counties when State moneys are available and sufficient for matching funds or in 10 years, whichever is earlier. Effective immediately. |

Provides that, in addition to any lien or foreclosure action, a township may institute a civil action or proceeding to recover the amount of money owed for the performance of specified services.
